We provide a state-certified, structured, evidence-based treatment program for individuals with sexual offense convictions. Treatment focuses on accountability, relapse prevention, empathy development, and healthy decision-making.
This program is designed to help individuals recognize harmful relationship patterns and develop skills for healthier, nonviolent communication and problem-solving.

A Citizenship Evaluation is a psychological assessment often requested by immigration attorneys or the U.S. Citizenship and Immigration Services (USCIS) to support an application for naturalization. These evaluations help determine whether an individual has a mental health condition that may impact their ability to complete the citizenship process, including learning English, understanding U.S. history and civics, or participating in the naturalization interview.

Founder & Licensed Psychologist
Dr. Ted Harris is the founder of the Center for Family Evaluation and Treatment and has been providing psychological services for over three decades. He earned his Ph.D. in Psychology in 1989 and completed his clinical internship at Valley Mental Health. In 1991, he established the Center for Family Evaluation and Treatment, where he continues to specialize in comprehensive psychological and psychosexual evaluations.
Dr. Ted Harris attended Westminster College, Sam Houston State University, and the University of Mississippi (Ole Miss). He is an active member of the Association for the Treatment of Sexual Abusers (ATSA), the American Psychological Association (APA), and the Utah Psychological Association (UPA).
Outside of his professional work, Dr. Ted Harris enjoys spending time with his children and grandchildren and has a passion for rock collecting. His dedication to his clients, his family, and his lifelong love of learning continue to shape his compassionate and thorough approach to psychological assessment.
Clinical Director
Dr. Samantha Godoy is a psychologist and Clinical Director at the Center for Family Evaluation and Treatment. She received her Master's degree in Counseling from Westminster University and worked as a Licensed Clinical Mental Health Counselor (CMHC) for five years before returning to school to pursue her Doctorate in Clinical Psychology at George Fox University in Oregon.
Dr. Godoy has experience in both correctional and community settings, including her work as a staff psychologist at the Sheridan Federal Correctional Institution. Her clinical approach emphasizes compassion, accountability, and evidence-based care to support individuals and families in achieving meaningful change. She specializes in forensic evaluations, domestic violence intervention, Sex Offense Treatment Program, and general mental health therapy.
Dr. Godoy's approach is client-centered and evidence-based, integrating cognitive-behavioral and relational models to support personal growth, insight, and accountability. She believes that progress happens when individuals are empowered to take ownership of their choices while receiving the structure and support necessary for positive change.

Office Manager
Lori Anderson has served as the Office Manager at the Center for Family Evaluation and Treatment since 2021. As the central point of coordination for the clinic, Lori ensures that daily operations run smoothly and efficiently.
She oversees scheduling, documentation, and client support with professionalism and care, helping to create a welcoming and organized environment for both staff and clients.
Licensed Clinical Social Worker
Ashlei Fraser is a licensed clinical social worker and forensic mental health provider specializing in state-certified Sex Offense Treatment Program and domestic violence treatment, as well as substance use addiction. With a trauma-informed approach rooted in over 15 years of experience in the justice system, she offers compassionate, evidence-based care to both mandated and voluntary clients through in-person and telehealth services.
She holds a bachelor's degree in Sociology and Criminology from the University of Utah and a Master of Social Work from Portland State University. Her work is grounded in advocacy, accountability, and a belief in the human capacity for change—without labeling, judgment or dehumanizing those she serves.
Licensed Clinical Mental Health Counselor
Mutsumi earned a Master's degree in Clinical Psychology from the University of Texas at Tyler in 2005 and has continued training at several universities, including the University of Utah. For many years, Mutsumi has worked with children and adolescents—as a school psychologist in public schools and as a psychologist in a group home in Japan. Those experiences opened eyes to how deeply our early experiences shape us and how trauma can sometimes pass from one generation to the next.
Since becoming a Licensed Clinical Mental Health Counselor (LCMHC) in 2019, Mutsumi has loved working with people of all ages and stages of life. In therapy work, the main approaches used are Cognitive Behavioral Therapy (CBT), Acceptance and Commitment Therapy (ACT), and Dialectical Behavior Therapy (DBT). Mutsumi listens deeply to understand each client's unique story and these approaches help clients understand patterns, build emotional flexibility, and create meaningful change in their lives.
As a certified Clinical Yoga Practitioner (since 2020), Mutsumi enjoys helping clients reconnect with their bodies. Mindfulness, movement, and breathwork are often integrated into sessions to help reduce stress, release tension, and promote healing from the inside out. There is a deep belief that caring for our bodies is a powerful part of caring for our minds—and that physical activity is essential for brain health and overall well-being.
Licensed Clinical Mental Health Counselor
Krista Petersen is a dedicated Licensed Clinical Mental Health Counselor with over a decade of experience helping individuals overcome life's challenges and achieve emotional well-being. She earned her Master's Degree in Mental Health Counseling from the University of Phoenix in 2014 and has since devoted her career to providing compassionate, evidence-based care.
Krista is a Certified Sex Offender Therapist and has specialized training and more than 10 years of experience in Trauma-Focused Cognitive Behavioral Therapy (TF-CBT). Her therapeutic approach is grounded in empathy, respect, and a deep commitment to helping clients heal from trauma, develop healthy coping skills, and create meaningful change in their lives.
Krista strives to provide a safe, supportive environment where clients can work toward personal growth, accountability, and lasting recovery.
Billing Specialist
Kimberly has been working in the Medical Billing profession since 2001 when she launched her billing services for mental health providers. Kimberly has over 37 years' experience in Customer Service and handling accounting functions in a corporate and practice setting.

Our center is proud to partner with the State of Utah through a grant that allows us to provide Domestic Violence Evaluations and Treatment at a reduced cost.
Fees under this grant are based on a sliding scale, ranging from $10 to $80 per session, depending on income and financial need. This program helps ensure that individuals can access necessary services regardless of financial barriers.
